This is a popular urban legend that has been circulating since at least the 1960s. Here is a version that was published as a “filler” in many newspapers in January 1980:
“CAPE TOWN (Reuter News Agency)-A man was badly injured Saturday when his wife drove off to go shopping and towed him from the roof where he had been fixing tiles. As a safety measure, the man had tied a rope around his waist and asked a boy on the ground to attach it to something secure.”
